Summary 

Reporting to the Director of Safety and Quality Assurance, the Quality Control Manager is responsible for overseeing quality at assigned worksite(s) where people who have different abilities work with integrated teams and receive work support and development as needed—achieving the highest level of independence possible.  Responsible for quality functions related to janitorial services, grounds and/or landscaping as required by location. Oversees Quality Control instruction, inspection, and recordkeeping processes to ensure contract compliance. Assures that workers are aware of the contract requirements pertaining to the work performance by way of inspections and audits. Provides training, quality issue updates, support, and on-going feedback to site personnel. Ensures compliance with the Quality Manual and the Quality Control Plan. Ensures compliance with quality objectives and standards at assigned site(s). 

Location:Scott Air Force Base, Mascoutah Illinois 
Schedule: Full-Time 
Days: Monday-Friday 
Hours: 7am-3:30pm with Flexible to the jobs demands. 
Pay: $19-$25 per hour.  Determined by experience.  + Benefits 

Responsibilities 

  • Lead all quality control activities for assigned contract sites, ensuring compliance with contract requirements, company standards, and customer expectations.
  • Conduct inspections, audits, and performance evaluations using established quality procedures and reporting requirements.
  • Monitor and analyze quality metrics, key performance indicators (KPIs), inspection results, and trends to identify opportunities for improvement.
  • Ensure compliance with the Quality Manual, Quality Control Plan, contract Statement of Work (SOW)/Performance Work Statement (PWS), and applicable regulations, including OSHA, FDA, DHS, and other governing agencies.
  • Facilitate monthly Management Review Board meetings and provide quality performance updates to leadership.
  • Communicate quality requirements, contract updates, and performance expectations to site personnel and management.
  • Support the development of quality objectives, performance standards, and customer satisfaction metrics.
  • Perform quality audits and inspections of janitorial, custodial, grounds maintenance, and landscaping operations to verify compliance and service excellence.
  • Evaluate employee competencies, performance, quality awareness, and adherence to established procedures.
  • Ensure all inspections, audit findings, corrective actions, and supporting documentation are accurately maintained within the Quality Management System (QMS).
  • Issue and track Non-Conformance Reports (NCRs) through corrective action and resolution.
  • Identify operational risks, process improvements, and potential instances of fraud, waste, abuse, or noncompliance.
  • Assist with investigations, root-cause analyses, risk assessments, and continuous improvement initiatives.
  • Build and maintain strong relationships with customers, contracting representatives, subcontractors, vendors, and site occupants.
  • Serve as the primary quality resource for contract stakeholders, responding promptly to concerns and quality-related issues.
  • Investigate customer complaints, implement corrective actions, monitor trends, and recommend process improvements to enhance service delivery.
  • Prepare and present quality performance reports and participate in customer meetings as required.
  • Provide leadership, coaching, and training to site management and employees to promote a culture of quality, accountability, safety, and continuous improvement.
  • Establish clear performance expectations and provide ongoing feedback to support employee development and operational effectiveness.
  • Partner with operational leadership to implement quality systems, policies, procedures, and best practices.
  • Foster an inclusive work environment that supports employees of all abilities while advancing the organization's mission and values.
Qualifications 
Education: High School Diploma or G.E.D required. Preferred: 2 years of college. 
Experience: 3+ years’ work experience in contract specialty area (i.e., grounds maintenance field, landscaping, construction; janitorial, housekeeping; food service). Quality control and supervisory experience preferred. Requires problem solving, time management, and attention to detail skills
Certifications/Licenses: For Grounds: 30-Hour OSHA Construction Certification or higher (completed within 30 days of employment). Spray applicator license helpful, but not required. For Custodial in MO: MO Class E License.  
Computer Skills: Proficient with Microsoft Excel, Word, PowerPoint, and Outlook
Background Checks: Must pass criminal background check, various State and Federal Registry checks, pass credit history check, and DCFS Abuse and Neglect Tracking System check. 
Driving: Must pass driving history check and Company policy criteria. Must maintain a valid driver’s license and be 21 or older to drive. Company travel using a personal insured vehicle is required.

Physical Demands 
Sitting: Occasionally sitting in the normal course of office-sedentary type work. 
Standing: Frequently standing, walking, bending, squatting, reaching, and twisting to inspect grounds and interact with work crew.  
Hearing, Speaking: Frequently listens and speaks with managers, clients, and employees to communicate instructions, exchange feedback, conduct meetings and communicate regarding contracts. 
Seeing: Continually visually alert to monitor employee and client actions, work with computer systems, documents, and reports and to drive in the course of work 
Handling: Frequently using hands in typing, calculating, filing, phone and other office equipment use. 
Movement:Occasionally bending, reaching, and twisting; occasionally climbing stairs and/or ladders squatting, and kneeling inspect buildings or work with Customer representative.
Lifting: Occasionally lifting, carrying, and pushing or pulling up to 10 pounds in the normal course of office work.
